I understand, I feel the same way. Big crowds are unsettling.

I've never... that kind of stuff, that doesn't happen back home. The murder, sure, I've seen enough of that, but the... thing that came after? Voting for someone I actually liked?

What the hell is wrong with this place?

If I had to guess, I would say it is a legal system that has gone too far. A 'jury of your peers' is common where I am from, and it is meant to ensure that corrupt judges cannot unfairly imprison anyone. But that jury is meant to be made up of people from the community, not necessarily people you actually know well. And the jury isn't supposed to be punished if they 'vote wrong'.

Someone has taken a good idea and twisted it into this.

That doesn't sound like anything from back home.

[ She runs her fingers along the blanket on her bed. ]

... People don't kill each other, because we're all too busy trying to live. I don't know about the other districts, but no one goes through anything like that, ever, in Twelve.

Well, admittedly, the punishment for those crimes isn't death. It's usually paying a fine, or doing unpaid work to 'pay off' whatever your crime was.

[He probably should have mentioned that first, yes.]

That's still way different from Panem. Usually a punishment's getting whipped in public or something, but we don't do that in Twelve anymore. There's no... jury, or anything.

What do they do with people who break the law, then? Just the whipping?

[Because he doesn't really believe that there can be a society where nobody breaks the rules ever.]

I don't know. They probably just shoot them.

That seems like a pretty extreme punishment.
