There're a lot of really violent criminals there, but also just a lot of people who got sent in 'cause they were found out to be Altered. As to how I'm in charge of the South, it's because of the type of Altered who mostly end up in that District. A lot of beast-type Altered, who go crazy temperwise and lose their heads, you know? Their humanity, too. They can get so mad when they're like that, and then they just...regret everything when they come back to themselves, even if they manage it. Luna and I can keep them calm and human.

I still don't get why they send two kids to look after criminals? That don't seem like a safe idea, like, ever.

They gotta know that's not gonna work at all. Someday, you're all gonna break out and start your own country, that's how it works, sometimes with a bit of riotin' and violence, but it'll happen. That's how the Robot Wars turned out, and they got their rights thanks to that.

It's been workin' for them so far. Probably because we're not as unified as we could be, but also...I don't think a lot of us want that. I mean - Asura wants a safe place for the women. Who the fuck knows what Kidou wants...Luna and Goz and I just want to help the people who can't help themselves. But there are...other factions, besides the South and East and West.
