A couple of you have some unused keys that you might want to try to use on the seventh floor. There's a room along the southern wall that hasn't been opened yet; that might be a good place to start. It seems like there were a few people who seemed to be playing both sides; most were government officials that had some stake in the destruction, some were just batshit insane free agents that wanted to be on the winning side, some just had nothing better to do with themselves, because apparently that's a thing people do here.
