[About an hour after the trial and subsequent execution, Cabanela makes a decision.
They need to do something, keep the morale up, however little it may be.
Under each occupied room door people will find the following note written:
In difficult times such as this, it is important to carry on.
Don't give into despair; we must preservere.
If you don't want to be alone this evening, meet me in the dining hall.

[Upon entering the dinning hall, you will find Cabanela sitting at one of the tables; he has lit two candles that are placed at the center of the table, but there's nothing else to note.
You'll have to supply your own food, since he doesn't have much of an appetite.]

[To do it so callously, with so little regard for Kaneki or anyone else, he's not surprised to hear Reaver was a killer; not with the game they're supposed to be playing.
Trust no one, that's the goal here.]
Maybe he saw the opportunity to end this, and took it, even without knowing the final rule.

I wonder if he was afraid of what was going to happen to him.
[Cabanela sure as hell would start panicking if he knew his head was about to be cut off.]

I knew he had done it from the moment they mentioned that Kaneki's body was hanging from the chandelier. I wanted to believe it was someone else, but Reaver's behavior made it plain.
Of course he was afraid. I've never seen him more afraid.
[The words are shaking a bit but Logan's expression is stiff. Remember when you said he didn't know Reaver as well as he thought he did? Yeah. He knows Reaver very well.]

Cabanela is still sure he didn't get everything right, that he missed some important things-- but apparently that didn't matter to the Conductor.
It wasn't a perfect, spotless investigation by any means. And he prides himself on getting everything right, for the right reasons.]
He was afraid of being caught. Or what the unknown catch for those killers found out was; he was afraid of death, wasn't he?
[There's absolutely no judgement in his tone. He's just asking a question.]

Had he known what the stakes were - that he would kill all of us if he got away with it - he wouldn't have killed Kaneki. I'm certain of that.
[...Because it would be far more beneficial to Reaver to keep Logan alive, but that's not the point.]

...I... am glad you all came to the correct conclusion. Not because I wanted anything like that to happen, but because I could not allow everyone to die. I told several of the others I will look after them as if they are citizens of Albion and I mean it. I've already failed one of my citizens.

[That's what caused him to decide not to fight this, after all. If he'd wanted to, maybe he could have convinced enough people to throw the vote. He doubts it, but the lives of six million people aren't something that can be thrown away so easily.
But he didn't try to fight it. He allowed Reaver to die. To "take responsibility" for his actions.]
My duty is to Albion and I will continue to do everything in my power to protect it. Until a time when I can return home, I shall do what I can to protect the people here.
